The bumper doesnt have to be removed, right? What about where the hitch bolts to the frame, do the bumper bolts come in play and have to be removed and then replaced?

The bumper on your 2002 Toyota Tacoma does not need to be removed to install the Hidden Hitch Trailer Hitch, part # 75078. You will only need to loosen the flange nuts that attach to the bumper and then install reinforcement brackets and use the new hardware as shown in the instructions.
