I have a rear step installed on my promaster will this hitch still work? Also how do I determine if I have factory wiring for lights?

The restrictions for the hitches that fit the 2017 Ram ProMaster 2500 only pertain to if it is an EXT model or not. Curt trailer hitch # C13207 does not fit the EXT models. If the step you have installed is the step bumper then there should not be a problem. If it is a side step then you will want to look over the linked instructions for the hitch to see where on the vehicle it installs and if that conflicts with where the step installs.
If you do have an EXT model then the comparable hitch is # C13295.
If your ProMaster has the factory tow package then there should be a trailer connector at the rear of the vehicle. If there is no trailer connector present you can use # 118618 to add a 4-Way flat connector to the rear of the vehicle or # 22112 to add a 7-Way.
