It looks like the curt hitch sits higher more ground clearance than the draw-tite, is this correct?

Yes, that is correct. The Curt front mount hitch # C31017 for your 2004 Dodge Ram (2500/3500 excluding 3500 Laramie) sits about 2-7/8 inches higher than the Draw-Tite model # 65046.
