The best option for you is going to be the Curt Multipurpose Ball Mount # D210 which has a towing capacity of 7,500 lbs and tongue weight capacity of 750 lbs, which is enough to carry a 4-bike rack and bikes. You do need a hitch ball with a 1" diameter shank such as # 63845 for a 2" ball or # 19260 for a 1-7/8" ball.
For a bike rack I recommend a hanging rack with rise in the shank like the Swagman Trailhead # S63380. This is a 4-bike carrier that uses anti-sway cradles that will secure your bike at 3 different spots and has a weight capacity of 35 lbs per bike. I do recommend using the Locking Anti-Rattle, Threaded Hitch Pin for Swagman Hitch Racks # S64029 to lock the rack to the ball mount and protect your investment.
Please note that when using a hanging rack like the Swagman Trailhead, it's possible you'll need bike frame adapter bar # 64005 if your bike is dual-suspension, has a step-through frame or you want to carry a small children's bike. The bar will give those bikes a horizontal mounting point so they can be carried by the rack. I've added a link to a video review of the adapter so you can see exactly how it works as well as links to reviews of the ball mount and bike rack.
