How Bolts Secure the ProGrip Top-Loader Tie-Down Strap # 317-198010

How many bolts are recommended for the install? What grade bolts is recommended, and will weaken the lumber rack?

I checked the install instructions for the ProGrip Top-Loader Tie-Down Strap # 317-198010 and the grade of hardware is not mentioned. I'd go with Grade 5 at least since it's plenty strong and not expensive. You need 4 bolts for each bracket. With hardware properly torqued in the lumber rack it wouldn't affect it negatively having the holes drilled.
