Based on my research, this should not be a problem. To flat tow your 1995 Honda Civic, you will need base plates, a tow bar, safety cables, wiring, a braking system, and maybe a high-low hitch adapter.

For base plates, I recommend Roadmaster XL Base Plate Kit, Item # 510-1, if you have a CX, EX, or LX and Roadmaster Base Plase Kit, Item # 508-1, if you have a DX, SI, S, or hatchback.

For a tow bar and safety cables, I recommend the Roadmaster Falcon 2 Tow Bar, Item # RM-520. Great safety cables are Roadmaster Coiled Safety Cables, Item # RM-643.

For lighting, I recommend the Roadmaster Diode Wiring Kit Item # RM-15267 that will use your vehicle's tail lights and also includes 7-wire to 6-wire coiled electrical cord. You will also need a brake light relay like Item # RM-88400 that will be required to use a supplemental braking system.

For brakes, I recommend the Stay-In-Play Braking System, Item # SM99251, because it is a great proportional braking system that has a convenient one time set-up.

A high-low hitch adapter may also be needed to keep your tow bar level while flat towing your Civic. A "safe zone" of 3 inches above or 3 inches below level must be maintained while towing a vehicle. High-low adapters provide necessary rise or drop to get into the "safe zone". I have attached a link to our available selections.

Before towing your 1995 Honda Civic, check your vehicle owner's manual for suggestions and recommendations.

I have attached additional information and videos about flat towing your Honda Civic for you to checkout.
