The flexible portion of the Camco Swivel Stik RV Black-Water Tank Rinser # CAM40074 referenced in your question cannot be detached from main unit. With that being said, this particular flexible rinser will still work well even if your tank is mounted directly below the toilet.

The water pressure will spin the nozzle on the business end of the Swivel Stik RV Black-Water Tank Rinser #CAM40074. How fast it spins depends on the amount of pressure. I have linked a video review for you.
