Will the flexible part stay in position when I bend it?

The flexible extension on the Swivel Stik RV Black-Water Tank Rinser # CAM40074 referenced in your question is designed to flex in accordance to tanks that are mounted slightly offset under the toilet. The extension will bend the way you need it to for this application, but it will not stay bent on its own.
