Can I use a Geny down receiver on my motorhome and connect my Roadmaster tow bar to it, to tow my Smart ForTwo? The Smart ForTwo is low to the ground so I will need a down, and I also have a small cargo carrier I would like to put above the tow bar with a 1 1/4inch reducer . I think the tongue weight would not be much with a Smart Car and a small cargo carrier. What do you think?

Actually, a Gen-Y ball mount, like part # 325-GH-314, is a great solution to level your flat tow setup for the Smart car and carry the cargo carrier.
In addition to that, the tongue weight won't be a problem because there's virtually no tongue weight when flat towing. So you just need to worry about the cargo carrier and the cargo that's on it. If you need a reducer you can use the Brophy, part # HT02.
Another option, that may not be as good but it's worth mentioning, is adding a hitch to the Smart car using part # C11020. Then you can carry the cargo carrier on the car, instead, as long as the cargo carrier fits a Class I hitch receiver.
I think the Gen-Y is the better option unless you have other uses for a hitch on your Smart car.
