if i put dexter nev-r-adjust brakes on my camper will i need to replace both axles or just same axle? 23-468 and 23-469

Trailer brake assemblies will typically all wear at the same rate. This means that when you find assemblies that are worn and in need of replacement, most likely the remaining assemblies on the trailer will require replacement too.
With that being said, it is not required to replace the brake assemblies on both of your axles at the same time. If you check the condition of all of them and only the ones you mentioned are worn, then you can leave the assemblies on the other axle alone for now.
The Dexter Nev-R-Adjust Electric Trailer Brake Assembly - Right Hand # 23-469 and Left Hand # 23-468 that you referenced are 10 inch x 2-1/4 inch assemblies that are intended for 3,500 pound axles. They will fit with wheel sizes of 13, 14 and 15 inches. The great thing about these assemblies is that they will automatically adjust for optimum performance and there will be no need for periodic, manual adjustments.
