Question:
Besides the tow bar assembly what other parts do I need along with tow bar? Does tow bar kits come with base plates for the tow vehicle? The vehicle will be flat towed behind a 2007 Gulfstream Crescendo, a 37foot class A motorhome

According to my research the 2016 Hyundai Veloster can be flat towed as long as it has a manual transmission. The Turbo model, like yours, can be flat towed. The automatic transmission models must be towed on a tow dolly or trailer. You should check your owner's manual to make sure this is the case.
To flat tow the Hyundai you'll need the tow bar, a base plate kit which is separate, safety cables, a braking system, lighting, and likely a high-low adapter.
The Roadmaster Falcon 2 Tow Bar # RM-520 is a great option to tow your Veloster. It has a large hookup raidus and self-aligns so hooking up is easier and smoother. It connects right up to the EZ2 Base Plate Kit # 521633-1 that is confirmed to fit your car.
I recommend # RM-643 for the safety cables. They're coiled which helps keep them off the ground.
To power the Hyundai's lights I suggest the diode kit # RM-15267. This will use the vehicle's tail lights by connecting to the RV's and includes the cord to go between the two.
Most states require supplemental braking for vehicles being flat towed. Since your 2007 Gulfstream Crescendo has air brakes I recommmend the Air Force One, part # SM99243. It's designed specifically for motorhomes with air brakes to avoid false braking in your Hyundai.
Finally, you'll likely need a high-low adapter. I've attached an article to help you determine the correct rise or drop your setup requires. I've also linked our selection of adapters for you to look at once you know what you need.
In addition to my recommendations I've linked some articles on flat towing that you may find helpful.
