If the light bulb is disconnected from the socket, there should not be any continuity between the running lights (brown wire) and the ground (white wire). It sounds to me as if you may have a shorted or pinched wire somewhere along in the trailer's wiring harness either on the brown or white wire.
You will first want to visually inspect both wires coming from the trailer connector unto the trailer lights. Be sure to seal any loose or broken connections. The next thing you will need to do is re-ground the trailer. You can do this by tracing the white wire back from the connector until you find a suitable bare metal surface on the trailer frame in which you can attach the ground wire to.
Once a visual inspection is complete to which no loose or damaged wires are found, you will need to route a new running light wire from the back of the connector to the running lights on the trailers frame.

Hi Connor, I'm having a similar issue. New lights, old trailer. After wiring, I do not have continuity between the brown harness wire and the trailer ground. Also no side lights. pulling the side light bulbs, one at a time, I do have continuity between both sides of the bulb socket and the trailer. I haven't installed the front side markers yet. So, I opened up the insulation on a section of the brown harness wire and there is no continuity between that future splice location and the trailer ground. I have brown from 4 flat pin to brown flat pin to bare wire section for next splice for front side lights, continuing on to left rear side light, brown from left rear light pigtailed to brown to right rear side light. No bed on the trailer so visual inspection without seeing anything pinched but they do have a way of hiding sooo I expect I'm missing something simple here. When energized I do get rear-facing lights as expected. And I do have continuity from the brown leading into the pin and the future splice location. Thanks! Tim
