Replacement Dust Cover Item # e98923.............I need to know if this will fit on a 1inch lock pin barrel? Is the inside dimension of the dust cover 1?

I went out to the warehouse to take a look at the etrailer.com Replacement Dust Cover # e98923 referenced in your question. The inside diameter of the cap is right at around 7/8 inches and will not be a good fit for your 1 inch lock pin barrel.
A better option might be # 340M55787-01. This will not be an exact replacement for your lock but it does have an inner diameter of 1-1/8 inch.
