Question:
I am trying to add 10inch rollers to help center a 18foot boat when putting it back on a Yacht Club 1818B bunk trailer. The problem is that the cross members are too low to install the rollers . So, is there an aftermarket plate that can be used to raise the roller bracket or are we looking at fabricating a bracket?

If I understand what you're trying to do I think we can help.
We have the Adjustable Mounting Brackets for Keel Rollers # CE32004G. They'll install onto your trailer's frame and will hold a keel roller that is the width of the frame plus 2 inches.
If you need a 10 roller # YR1000Y will work on the brackets using # CE10726A.
If I missed the mark and misunderstood you just let me know.
