what is the measurement from the center of the ball to the back side of the frame bracket on a short arm weight distribution system? I need less than 32 inches if possible.

On Curt weight distribution system # C17333 from the center of the ball cavity in the trailer coupler to the far edge of a chain hanging bracket it is 30-5/8 inches. It sounds like this will work out for you since you are looking for less than 32 inches.
The only other part needed is a properly sized ball. For a 2-5/16 inch ball use # 19286. For a 2 inch ball use # A-90.
