Where does Curt Trailer Hitch Support Strap 18050 Attach on Platform Bike Racks

Hi, Im planning on getting a Curt C11412 hitch and a Swagman XC 2-Bike Rack. I believe the Curt hitch support strap is required for Curt C11412 hitch. However, I wonder how the support strap should be installed on platform style bike rack like Swagman XC. Could you please advice? I appreciate your help.
