With a 2005 Jeep Wrangler Unlimited can bumper PE4590801 be used to tow or should I go with the base plate.

We have all the parts you will need to flat tow your 2005 Jeep Wrangler Unlimited but I checked with Pavement Ends and bumper # PE4590801 cannot be used to tow the vehicle. You will need to install base plates to flat tow the vehicle.
For models with the factory U-channel or double tube front bumper you can use # RM-521424-4 but only if the vehicle does NOT have front leaf spring suspension.
For a compatible tow bar I recommend the Falcon 2 # RM-520. This is a non-binding tow bar which means that the Jeep and RV do not have to be perfectly lined up and on level ground to connect. I have linked a video review of this tow bar for you.
You will also need safety cables. I recommend # RM-643. The coiled design of these cables helps keep them off of the ground.
For lighting a popular option for Jeep owner's are the diode kits such as # RM-15267. I have linked a video showing an example installation uses diodes.
You may also need a high/low adapter to keep the tow bar level. I have linked a help article showing how to measure and a link to the high/low adapters we carry.
And finally, most states now require supplemental braking on the vehicle being flat towed. One of the preferred systems for our installers and what I recommend is the SMI Stay-IN-Play DUO proportional system, # SM99251. It will apply the vehicle brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles. The # RM-88400 relay is required to prevent the towed vehicle's brake signal from overriding the turn signal from the RV when applying the brakes during a turn.
