Signal Lights Wont Work with Running Lights On Aluminum Trailer

Question:
Does the aluminun frame they are mounted to not make a good ground? Everything is fine with brakes and and signal lights until you turn on lights.

It definitely sounds like there is an issue with a ground connection. The weak ground connection on your trailer is allowing for enough power to pass through to activate the signal lights on your trailer, but as soon as the running lights come on, there simply is not enough draw to power them both at the same time.
Aluminum is not a good conductor of electricity so they are often not the best surfaces to attach the grounds. On aluminum trailers like yours, I recommend running the ground wires up from the lights to the main trailer ground at the connector.
