Question:
Can scissor jacks help out on stopping the roll when set up.and what type of jacks would I need for a 31 ft dutchman 10000 lbs 2005

A set of scissor jacks, one placed on each side of your trailer, will do a great job of reducing side to side movement and roll when the trailer is parked. You will just want to make sure the wheels are blocked so when the jacks are down the trailer will not be able to roll at all.
For your 31 foot Dutchman RV that weighs 10,000 pounds, I recommend the Ultra-Fab Ultra Scissor Jacks # UF48-979002. These have a combined support capacity of 13,000 pounds and will provide 24 inches of lift. They can be either bolted or welded to the frame of your RV.
