Is Support Strap Needed to Carry Saris Freedom Bike Rack When Using Curt Class III Trailer Hitch

My sister has a Toyota Highlander with a 2inch Curt receiver hitch. She is going to buy a Saris Freedom 2 rack. My question: is the Curt Stabilizer strap necessary for her? I have one, I have the same rack, but I have a Curt 1 1/4 inch receiver.

Curt does require the support strap # 18050 on some of their Class III, 2 inch trailer hitch receivers but not all of them.
In order to know if your sister needs the strap to carry the Saris Freedom # SA4412B I will need to know the model number of the Curt hitch. Or if you can tell me the model year of her Toyota Highlander I may be able to tell from that.
