What is the purpose of the plate that goes with the ball? Is it really neccessary? Can not just the 4 bolted ball mount by itself?

If you are talking about ball and plate assembly # C17201 the ball is welded to the plate so it is all 1 piece. But if you are talking about the spacer that comes with sway control bar # 17200 then it should be used to ensure there is adequate space between the sway control bar and the trailer frame. In some situations it isn't needed. Other times it is needed. If the A-frame is the standard 50 degrees then you will likely not need it but it is possible.
