I checked out the owner's manual on your 2017 Forester and the total tongue weight you have is 200-lbs.
The Kuat NV 2.0 4-Bike Platform Rack, part # NV22G-NA22G weighs about 82-lbs so that leaves you about 110-lbs for the 4 bikes. Many bikes can weigh up to 35-lbs so you will want to make sure your bikes are not that heavy with this rack. The 2 bike capacity of the NV 2.0 is 60-lbs max per bike when mounted nearest to the hitch and the 2 outer bikes can weigh no more than 35-lbs each.
I recommend a bike carrier like the Saris Freedom 4 Bike Platform Rack, part # SA4414B. This bike rack weighs just 53-lbs and holds four bikes that weigh up to 35-lbs each.
If you do not have a trailer hitch on your Forester I recommend Draw-Tite Max-Frame Trailer Hitch, part # 75876.
