Expert Reply:
For the Titan model 60 filler cap, a little penetrating oil may be wise around the seal and tap the cap to let the vibration move the fluid. If you have a 1-1/4 inch socket with a breaker bar, that is probably your best option. If not, some channel locks or vice grip may help. A final straw option would be to use a pipe wrench which would mess up your cap, but may remove it without drilling it out.
The Replacement Master Cylinder Filler Cap for Titan Model 60 Actuators # T4480701, may be a good option for you. It has a built in O-ring.
