Technically yes, the BOLT Spare Tire Lock # BL5922986 will lock onto a boat trailer's spare tire and will hold up to possibly being submerged. The problem you will run into is the lock is designed to fit into the recessed well that you won't normally find on trailer wheels. If you use the lock on a wheel where the entire lock is exposed it would be fairly easy for a would-be thief to get to the lug nut and spin it off by hand.
A better option for your trailer's spare tire might be the etrailer.com Spare Tire Lock # e98892. This fits wheels from 1/4 to 7/8 inches thick and can be keyed alike if for multiple locks.
