Which Way Does Number 3 of Assembly Instructions for C18109 Face

Question:
Hi, Im assembling CURT Tray-Style Cargo Carrier #18109 and not very sure which way flat brace #3 should be placed It has small groove, should it point up or down? basically should it be bulge up or groove down?

If you check out the picture I attached you can see that the bulge on the number 3 piece of the # C18109 should face up and not down.
