A crossover tool box like you said you have would extend over part of the truck bed rails and would interfere with the installation of a headache rack like the MT70234 on your 1998 Chevrolet Pickup. I do have another option that will work for you.
I recommend a headache rack like the Aries Headache Rack, part # AA111000. This is made of 1-inch x 2-inch steel tube construction and has a semi-gloss black powder coat finish, and includes the mounting hardware. I have attached the installation instructions you can check out.
