Jeep Cherokee Latitude 2016. 4,500 lbs towing capacity. Can I safely tow a 3,900 lb travel trailer?

Since you have a 4,500-lb towing capacity on your 2016 Cherokee, you sure can tow a 3,900-lb trailer as you asked.
If you do not have a trailer hitch I recommend part # e73ZR. This is a Class lll hitch and it has a 2-inch receiver opening.
Since you plan on towing I recommend the etrailer ball mount kit # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag.
If the ball mount kit does not include a ball mount with the right rise or drop to tow the trailer level, check out the link I have included that explains how to measure to choose a ball mount to tow the trailer level.
Since the trailer weighs more than 50 percent of your Cherokee I do recommend using a weight distribution system with sway control to make sure the towing goes much more smooth. The weight distribution system you came from has a pretty high tongue weight rating and may be too stiff for your trailer.
I recommend the Fastway e2 System, part # FA92-00-0800. This system has a 2-point sway control system that limits side-to-side movement.
You will also need a hitch ball for this system. For a 2-inch ball I recommend part # EQ91-00-6080.
