Will the curt 13703 fit up to a 2017 rockwood ultralite 8299? how difficult is it to install? also what wire harness do you recommend?

Curt trailer hitch # 13703 is a universal type of product so to determine if it will fit your 2017 Rockwood Ultralite trailer you have to look at the installation instructions, linked for reference, and compare them to your trailer.

This is the most versatile option though. It fits box, I-Beam, and C-Channel frames. It can be bolted on or welded on. Welding should be done by a professional welder. Otherwise installation is not all that difficult as you can see in the instructions. I also linked a video showing one of the ways this hitch can be installed.

I assume you are asking about wiring because you want to tow something behind this trailer. Please note that towing a trailer behind another trailer is not legal everywhere. Be sure to check the laws where you will be traveling.

For wiring you can just use a hardwire harness such as # 18252 and splice into the tail light wiring on the trailer.
