I ordered a new trailer with a hitch weight of 1350 lbs. Will this product be big enough to tow safely? I currently have the reese 12000 round bar hitch. Needing to upgrade for the new trailer. Will the 15000 work or should I go with the 17000

If your loaded tongue weight is 1,350 lbs then the Reese WD System part # RP66131 that you referenced would be correct for you as it has a tongue range of 800 lbs - 1,500 lbs and yours falls in that range.
Be sure that you are considering the weight of any cargo behind the rear axle of your tow vehicle as tongue weight too.
