im welding this to a steel plate do you want the hole in the tubing on the outside where you slide the pin thru or do you put this on the back side where you cant see the pin

The holes that are in the Combo Bar part # C49511 that you referenced are for a hitch pin to fit through. You would want the holes to be on the sides so that a hitch pin would slide through from either left to right or right to left.
