I have a cargo carrier that I need to raise up. with the High-Low Adapter 10 Inch Rise/Drop Roadmaster work for that purpose?

Roadmaster High-Low Adapter # RM-048-10 for 2-inch hitches will give your hitch-mount cargo carrier 10-1/4-inches of height gain for better ground clearance. It will also reduce your hitch capacity by 50-percent, as do all such adapters/extenders. This loss of hitch capacity results from the change in geometry, which moves the carrier's weight load further away from the hitch itself. You'll need to make sure the combined weight of the carrier and its loaded cargo does not exceed half of the hitch's rated tongue weight (TW) capacity. You'll find that TW rating on the hitch's safety sticker.
If you need a cargo net you might use either 65 x 38 net # C18201, 60 x 20 net # SR0035 or 40 x 36 net # SR0033.
