The first thing I recommend checking on the jack is the power source. If the battery that runs the jack is low on power then it will be hard for the jack to lift the trailer (lowering it tends not to be a problem because gravity is helping) and it may just refuse to do anything.
If the voltage on the battery is good and the wiring is all intact then it is possible that the jack had been over extended at some point and the screw and/or nit inside is damaged. This would mean that a replacement jack is needed.
If you need an A-Frame jack I recommend going with the highest capacity you can get which would be # UF38-944055 rated for 5,500 pounds. Going with the highest rated jack makes it easier on the jack and it will last longer. This jack also features wireless remotes which is a nice feature that most jacks do not have. I have linked a video review of this jack for you.
