The Draw-Tite Class III hitch you referred to, part # 75083 is indeed a fit for the 1999 Ford Explorer Sport. However, it wouldn't be compatible with vehicles that have a spare tire that uses a 16 inch wheel.
If your spare has a 16 inch wheel, use the Draw-Tite # 75096. If you'll be towing with your Explorer Sport, you might be interested in the following parts to complete your towing system:
Trailer wiring harness with 4-pole trailer connector, part # 118345
Ball mount, part # AMSC2
1-7/8 inch trailer ball, part # 19260 or 2 inch trailer ball, part # 63845
I've linked you to installation instructions for the parts I mentioned, plus an install video for the # 70647 hitch.
