We categorize our fenders by the size wheels they're compatible with, as you can see by clicking the link I've provided for you. I don't have any reference that will tell me the exact replacement fender that's needed for your boat trailer, but I'm sure we'd have a fender that would work for you.
It sounds like the Fulton Single Axle Trailer Fender with top and side steps might be what you're needing. They're available for 12 inch wheels part # F008582, 13 inch wheels # F008583, 14 inch wheels # F008584 and 15 inch wheels as part # F008585. The product page for each fender lists the full dimensions.
The fenders don't have marker lights installed on them, but you could easily add a surface mount marker light like part # MCL44AB could be easily added.
The fenders would mount to the trailer frame using brackets like part # PF1135-BKT and U-bolts.
