Helpful Expert Reply:
If you are under the 3,500 lb capacity of the hitch you have on your 2002 Fleedwood Tioga, even just by a little bit, you should be fine. You will want to verify the weight of your vehicle though at a weigh station just be sure that the advertised curb weight is accurate. Also, you will need to make sure you don't ever load any cargo in the vehicle when you are flat towing it as that would put it over the 3,500 lb mark.
For a base plate kit for your 2009 Saturn Aura you would want the Roadmaster Base Plate Kit part # 523145-1.
In addition to the base plates, you will also need a compatible tow bar, safety cables, lighting, and supplemental braking to flat tow your vehicle. The most popular compatible tow bar is the Falcon 2, # RM-520. For safety cables you can use # RM-643. The coiled design helps keep the cables off of the ground. So that you can avoid the hassle of pulling a fuse everytime you tow you would want the # RM76511.
For lighting you can use the bulb and socket kit, # RM-155, and not have to worry about cutting and splicing into the vehicle wiring.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Even Brake proportional system, # RM-9400, that applies the vehicle brakes in proportion to how much the two vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles. You will also need the stop light switch part # RM-751210 and the outlet kit part # RM-9332.
I have included a couple of helpful links to our articles on flat towing for you. Be sure to consult the vehicle owners manual for more specific information on flat towing your vehicle.
