How do E-Tracks Typically Install to a Trailer Wall

Are the E tracks bolted or screwed from the outside in tru the track?

When attaching e-tracks like the part # E19148 typically people run the bolts through the track, then through the wall or floor they are attaching the track to, through the backing plate like part # e96RR, and then finally the nuts get threaded onto the bolts.

If you wanted to route the bolts the opposite way that would be possible as well.
