is there any harm going from st215 \ 75r \14 load range c to a st 215\75r\14 d load range on a ranger boat trailer,

No there is no harm in going to a higher load range tire of the same size and construction. Just keep in mind that going to a higher load range and capacity tire does not increase the capacity of the trailer.
