Since a bus that's on a cutaway van chassis will have a different rear bumper area than the standard van would, you wouldn't be able to use a hitch that would be a fit for the van.
You'd need to use a weld-on multi fit option whose bracket length or drop is larger than the distance from the top of the frame member to the bottom of the rear bumper. If you use a hitch with a drop that's too short, the receiver tube won't clear the back bumper. The # 41990-16 has weld on brackets that measure about 12-1/4 inches between the top of the bracket and the top of the hitch crosstube. If the drop you need is 12-14 inches, this hitch would be an excellent choice.
If you can reply and tell me the drop you need, I'd be happy to make some specific recommendations. To determine the drop you need, simply measure downward from the top of the frame member until you pass the underside of the rear bumper. That distance would be the minimum drop you'll need.
