Will the Curt 17200 sway control work on a trailer with a 2inch tounge/frame?

To install the Curt Friction Style Sway Control System # 17200 that you referenced on a trailer with a 2 inch tall frame you would have to weld the plate to the frame of the trailer. The holes are too far apart to fit a 2 inch tall trailer frame as the holes are 2-5/16 inches apart.
