I have a 2001 dodge 1500 short bed. Ihave a good 30023 reese hitch with bolts and all. are they compatible.

Yes, the Reese Semi-Custom Base Rail and Installation Kit # RP30035-023 that you referenced would be compatible with your Reese fifth wheel hitch.
However, for your 2001 Dodge Ram you would want the # RP30035 instead of the # RP30035-023 that is designed for newer trucks than yours.
