If you do not have a 4-pin round connector on your motorhome, you would need to add one. You can do this using the Pollak 4-Pole Round Wiring Socket # PK11404. Once you have the plug, you then need to route 16-gauge wire # 16-4B-1 to those pins into your current wiring.

The device that you are seeing is a sensor of some kind. It should not be in the way since the hole is supposed to go basically through the middle of where the license plate would be. However on yours it does appear that it may be in the way. It looks as though the sensor is supposed to be higher or lower than it is in the picture. There may be a way to move the sensor enough to to drill the hole.

According to my research you should be able to flat tow your 2017 Mini Cooper as long as it has a manual transmission. If it has an automatic transmission then you will need to use a tow dolly instead. Since you have a 3-wire(separate) system, the brake light and turn signals are sent along different wires. You can use a circuit tester like part # PTW2993 to test your wiring. Have someone sit in the driver seat and run through the functions while you test the wires at the back of the taillights.

Your 2013 Mini Countryman uses a 3-wire lighting system. That means there is a wire for the turn signals, stop lights, and taillights. You will need to install a diode on each of these circuits to prevent power backfeed. If you take a look at the attached photo/article this will give you a better idea of how to wire them properly. The screws on the XTC2 on the bottom of the rack should not be so difficult to thread in that it feels like you are tearing something up. Hopefully it's not too late, but you don't want to crossthread those bolts so back them off and try lining up the rack and screws better so that everything threads easier.

According to page 129 of the online owner's manual I looked up for a 2004 Mini Cooper, if it has front wheel drive, it cannot be flat towed as it will damage the transmission, so you will need a tow dolly. The best option for that is from Roadmaster:
