Unfortunately, I confirmed with Rhino-Rack that the Rhino-Rack RS 2500 Roof Rack for Naked Roofs - Vortex Aero Crossbar RRRS143 does not fit your vehicle. Cam-Action latches like the Polar # 158-101 you referenced are designed to be used with a standard padlock like the Trimax # TMX82SR. The puck lock you're looking at has a 3/4" max height opening in the back so it's going to be cutting it really close and I don't think it will really work for you.
If you're really wanting to use a puck lock like Trimax # TMX96RR then you'll need the Trimax Latch Kit # TMX28ZR instead.

How you transport is really up to you. Your 2018 Subaru Legacy is still extremely new, so fits are being added all the time, and Subarus have a reputation for being incredibly flexible.

Yes, you can use the Curt Trailer Hitch Receiver # C12298 on any 2010-2014 Subaru Legacy, though not Outback. The bolts don't have to go back as they came with the hitch but you should definitely not reuse the hitch bolts or any portion of the hitch mounting hardware as it is a one-time use and re-using it damages its integrity and could be dangerous. So you will need the Replacement Hardware Kit for Trailer Hitches # RHK.
