I spoke with my contact at Lippert and he informed me that the Center Point part # LC1565391 will support a 21,000 lb trailer. That being said, since you have a triple axle trailer you would want the part # LC1565401 instead. Bag failure is extremely unlikely but if it were to fail you would still be able to travel.

On the etrailer scissor jacks # e56VV, the closest bolt holes center-to-center are about 3-1/2" apart, while the next set of holes is 4-1/2" center-to-center. Since yours are currently 80mm apart, that translates to a little less than 3-1/2". If it won't fit right over the studs, you could try to wallow out the holes a little to fit, but keep in mind that would go against instructions and you'd be on your own as far as warranty goes etc.

Rhino rack chooses the specific mounting points for the crossbars based on where the strongest points of the roof are located. Yes, the conical tooth washer needs to be positioned so that the teeth face the hitch. That is what prevents it from coming loose. Take a look at the video I have linked. Like you said you aren't able to carry 3 bikes on a hitch mounted bike rack with your 2006 Scion xB because you need at least a Class II hitch and only Class I hitches are available for your vehicle. So that leaves either the roof or a trunk mount carrier.

Yes, you can! I checked with Roadmaster and their Crossbar-Style Base Plate Kit item # 1176-1 is compatible with your 2006 Scion tC with fog lights. The fog lights will have to be removed and not reinstalled. This is detailed in section 6 of the instructions which I have attached below.
