The parts you mentioned, the backing plate # DM52415 , hub and drums # AKHD-555-35EZK, and brakes AKEBRK-35-SA in those quantities look like just what you need in order to keep the wheels and tires.   • I spoke with Curt about the Curt Trailer Hitch Receiver part # C11524 for your 2017 Mini Clubman S and they informed me that the receiver tube sits right up underneath the bumper. The distance from the bottom of the bumper to the bottom of the receiver tube is 2".   • The device that you are seeing is a sensor of some kind. It should not be in the way since the hole is supposed to go basically through the middle of where the license plate would be. However on yours it does appear that it may be in the way. It looks as though the sensor is supposed to be higher or lower than it is in the picture.
