There are a couple of reasons for this, starting with the fact that the connection between the controller and 7-way is really tight; you have to give it a good push to make sure it's all the way in the connector.

The Curt T-Connector # C56332 that you referenced actually doesn't carry the brake controller signal. It tees into your vehicle wiring and only carries the basic trailer lighting functions.
If you are trying to tie in a Tekonsha brake controller, like the Prodigy P3 # 90195, then you also need the Universal Wiring Kit # ETBC7. A tow package for your 2007 Hyundai Santa Fe could be a frame mounted trailer hitch and trailer wiring harness. If you have either or both of those two things you could pretty easily assume you have the tow package.

Your weld nut issue is a very common problem when installing a hitch on a vehicle that has had a few years on it. The solution is the thread tap like you mentioned. Just pick the correct size tap and take your time with it and you'll be totally fine.

You're correct, the Draw-Tite # 75776 hitch uses M10 x 1.25 x 30 bolts to attach the hitch to the nuts welded into the frame.
It's extremely rare that the wrong hardware is sent out with a hitch, I've only seen it happen once or twice in almost 15 years here.
