This RV sanitation tee with double rotating valves is a part of your motor home's waste management system. The T-configuration combines the flow of wastewater from your gray-water tank and your black-water tank. And the valves can be rotated as desired during setup to make it easier to reach them. Connect your sewer hose to the 3" lug fitting on the sanitation tee and open the valves to drain your holding tanks.

    The Double RV Waste Valves # T18A has a 1-1/2" spigot so you'd have to also pick up a coupling # 344633001 in order to attach it to the existing pipe. Instead I recommend the Double RV Waste Valves # T18, which comes with hub fittings so you can easily slide the existing pipes into the hubs and won't need another adapter fitting. With how your setup looks you'll most likely need to cut the 3" pipe back just a bit to fit a new double waste valve in place correctly but you'll want to be...

    Based on the picture you sent in you'd need a sewer tee and not a wye since the angle of the two pipes is 90 degrees relative to each other in your picture.     This is an unexpected configutation with the valve connected directly to the black tank. Nevertheless, it seems that a Valtera # F02-2106 Replacement Rubber Grommet would fix you right up. I think I would spring for some new Valterra # H03-0018 hose clamps. If you find that you have 3-1/2" connections (rather than 3") then the Valterra # F02-2103 coupler will be needed. Otherwise you will be ready for the Valterra # T18A waste valve.

The spigot will slide into a hub fitting and can be glued in place with some abs cement # A05-0303.
