They will fit, but would they be safe putting on my jeep, I am trying to give it a 1940s jeep look, down to the olive drab painted steel rims.

The Dexstar Conventional Steel Wheel with Offset - 15" x 6" Rim - 5 on 4-1/2 - Black # AM20504 will work on a vehicle. Many vintage cars and trucks will use these wheels along with the baby moon # AM90086 or # AM981306. You may or may not want those with the olive drab paint.
The bolt pattern on older Jeeps is normally 5 on 4-1/2 inches but on some Jeeps it is 5 on 5 inch so I recommend checking the bolt pattern. I believe the 1999 TJ models have the 5 on 4-1/2 bolt pattern but it is easy to double check using the template attached.
