According to the installation instructions for the Bulldog Top Wind Round, A-Frame Jack, # BD155032, the only maintenance needed is applying a light machine oil to the stem that the handle attaches to. The installation instructions also recommend thoroughly rinsing the jack with clean water before lubrication.

I went out to the warehouse and looked at one of these jacks and there is no point in the top of the jack for insertion of grease. You could insert grease from the bottom of the jack with a long flat tool and spread it on the jack screw, but you would most likely need to safely support the trailer tongue and remove the jack from its mounting location to do so.

Many times when this style does not raise and lower freely, the jack screw an nut have become damaged by over extension or debris inside the jack. This style of jack does not have a replaceable jack screw assembly, because the end of the screw is pinched to keep the nut from coming off the end of the screw, I attached a photo showing the jack screw for you. This means that you would need to replace the jack if lubrication does not solve the problem.
