What are the exact instructions for flat towing? Do you no longer have to turn the key to acc since the steering doesnt lock and the wheels turn without the key turned on? Do you just put it in neutral and go? If you have a charge line you should not have to disconnect the battery right?

I found the owners manual for your 2019 Chevy Chevy Spark and under the recreational towing section I found basically all you have to do is put the vehicle in neutral and disconnect the negative battery terminal since you have a manual transmission. Since the battery gets disconnected you would need an outlet kit part # RM-9332 to power the supplemental braking system. The automatic transmission Sparks have to be towed on a dolly like the Roadmaster Tow Dolly # RM-2050-1. For a base plate kit you'd then want the Blue Ox part # BO54FR which is a confirmed fit. I attached an install video for this kit for you to check out as well.
For a tow bar to use the Blue Ox part # BX7380 is very easy to use and would work well. It comes with safety chains too.
For lighting you can use the diode kit, # RM-15267, and not have to worry about cutting into the taillight housing. This will splice into your taillight wiring to allow your tow vehicle to control the taillight assemblies of the towed vehicle. This comes with a round 6-way connector that you will install on the front of your towed vehicle and enough coiled wire to go from there to the RV.
And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Blue Ox Patriot # BLU37TR, that applies the vehicle brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing. I attached a link to a page that has all of the ones we carry.
