Recommended Rise/Drop Adapter for Flat Towing with Between 2-4" Rise

Question:
I need to raise my tow bar between 2-4 inches to level out my tow bar. Would like to have the extra hitch mount below tow bar for another use. What products do you have for this purpose. Towed vehicle is between 5-6 thousand pounds?

I may have a solution for you, and it generally sounds like you're in need of a high/low adapter like the Roadmaster # RM-048-4, which has 4" rise and a 10000-lbs capacity that would work well for this application. However, you mentioned wanting to have a dual hitch to allow you to mount something below the top receiver and unfortunately using the top receiver for the tow bar is not going to allow the bottom receiver to be used. Using a dual hitch receiver requires you to use the bottom receiver for towing and the top receiver for a hitch mounted accessory; unfortunately I'm not aware of any such receiver that would provide you with both receivers in the rise position.
Since we can easily solve the rise/drop to get the tow bar level, if you can let me know what your goal for the second receiver is- bike rack, spare tire carrier, cargo carrier, etc., I can help you locate an alternative solution for that.
